"Little Jasmines" Aboard the Train

  The female officers gained a new salience when the "Little Jasmine" Female Railway Police Squad of the Fuzhou Railway Public Security Department was awarded the prestigious title of National Women’s Role Models on February 28, 2025. With sharp and commanding presence, they project themselves as a team of loyalty, courage, , humility, and amiability.

  Sprouting of the Jasmine
  On September 23, 2018, the inauguration of the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link made it possible for the Fuzhou-West Kowloon G3001/2—the first high-speed rail service between Fujian Province and Hong Kong—to operate. To ensure the safety of this vital "mobile bridge," which facilitates cultural, tourism, commercial, and trade exchanges, the Fuzhou Railway Public Security Department assembled a team of seven skilled and composed female officers, forming the Fuzhou-Hong Kong Female High-Speed Railway Police Squad.
  To better serve passengers and ensure their safety, the officers drew on their experience to develop work plans tailored to the diverse cultural backgrounds and lifestyles at both ends of the route.
  Having worked on the train for some time, the officers observed significant differences in its passenger demographics. Unlike most routes, which have distinct peak and off-peak seasons, this one remained consistently busy year-round, demanding constant vigilance and energy from the female officers throughout their shifts. Owing to the route’s unique geographical features, the train regularly accommodated large numbers of elderly passengers and young children, often requiring extra care. The officers patrolled diligently—assisting with luggage, calming crying children, and helping passengers with their mobile app issues. Additionally, some travelers, fatigued from the long journey, were tempted to smoke. The officers persistently reminded them of the hazards through both face-to-face interactions and onboard loudspeaker announcements.
  Drawing on their observations of passenger demographics and recurring issues, the female officers compiled A Railway Policing Guide for the Female Railway Police Squad on Common and Foreign Affairs. Through hands-on experience, they developed innovative policing strategies, gained valuable operational insights, and introduced a bilingual, flexible policing model to enhance passenger service.
  On September 27, 2018, shortly after the West Kowloon-Fuzhou G3002 train departed, Officer Lin Jinyao received a call from a Ms Wu in Car No. 12, who reported that she did not realize that she had left her backpack at the security checkpoint until the train pulled out of the station. The bag contained several crucial items: cash, a laptop, and some important documents. Officer Lin sprang into action, swiftly asking the conductor to contact West Kowloon Station to initiate a search while she reported the incident to the station’s police office. After two hours of coordination, the officer received confirmation that the backpack had been found. Relieved that she could retrieve it on her return trip, Ms. Wu was deeply grateful for Lin’s dedication, even inviting her to take a photo, which was later shared on WeChat Moments as a heartfelt thank-you.

  Budding of the Jasmine
  On September 23, 2024, the Fuzhou-Hong Kong Female High-Speed Railway Police Squad was upgraded and renamed the "Little Jasmine" Female Railway Police Squad, inspired by Fuzhou’s city flower. The team grew from 7 young officers to 24, with an average age of 26, and its jurisdiction expanded to cover 89 cities across 8 provinces. The addition of new members infused the team with renewed energy and vitality, with each bringing unique strengths and professional expertise.
  To strengthen onboard security, the squad launched a series of proactive public awareness campaigns. Aware that that traditional promotional methods were outdated and ineffective at capturing passengers’ attention, the officers brainstormed innovative solution: targeted promotion. Officer Shangguan Yuqing collected photo samples and designed vibrant, four-color cartoon brochures for distinctive purposes:

  ? Anti-fraud tips for the elderly
  ? Onboard etiquette for children
  ? Harassment prevention guidance for women
  ? Anti-theft advice for migrant workers

  With their informative and engaging content, the brochures quickly gained popularity among passengers of all ages. During one festive season, even a seasoned journalist was so impressed by the creativity of the materials that they took home copies to share with his family.
  Conflicts on board can sometimes arise from minor issues, but the female officers—inspired by the Fengqiao Experience—have found ways to resolve such conflicts promptly.
  On one occasion, a heated argument broke out between two passengers aboard the Fuzhou-Guangzhou South G1609 train over luggage space, drawing a crowd of onlookers. Without delay, veteran officer Ma Yi arrived at the scene and—drawing on her extensive experience in handling passenger conflicts—guided both individuals to the designated onboard "Jasmine Mediation Zone," where she calmly encouraged them to see the situation from each other’s perspective. Her thoughtful words, paired with cups of jasmine tea, successfully eased the tension.
  On another occasion aboard the Wuhan-Fuzhou G1647 train, a Ms Lin accidentally spilled coffee onto the passenger behind her while adjusting her seat back. Furious, the passenger berated Lin at length. Though she initially apologized, as the situation escalated, she felt wronged and responded angrily. It was then that Officer Li Sisi stepped in and took the passengers separately to the mediation zone. There, she carefully analyzed the situation and helped them regain composure. To ease the tension, the officer handed each a cup of jasmine tea, de-escalating the situation and allowing the two to reconcile.
  The "Jasmine Mediation Zone" onboard is an innovative approach to resolving disputes. With a cup of jasmine tea, and some empathetic advice and calming words, the officers have found they can often help the parties involved set aside their differences and reconcile quickly.
  To move beyond the limitations of individual efforts, the officers introduced the "5+N" Mass Prevention Approach—a collaborative framework where railway police officers lead a multidimensional safety network comprising the steward crew, onboard mechanics, catering staff, cleaning personnel, and volunteers. This system effectively extends security coverage across the entire train. Before each departure, passengers are invited to join the "Volunteer Group for a Safe Journey".
  "Sir, your destination is the last stop on this line. We’d appreciate it if you could join our Volunteer Group for a Safe Journey and help us maintain a safe and harmonious environment. If you notice anything unusual or if anyone needs assistance, please feel free to contact us." Officer Kong Xinfeng of the "Little Jasmine" squad was making her rounds, recruiting volunteers aboard the G5111. After a couple of hours and over 10,000 steps, her persistence had paid off, and she had recruited over 20 new volunteers.
  "Hello, officer! I can’t find my cellphone, and its battery is dead. Could you please help me?" Passenger Ren stopped Officer Kong during her patrol. After gathering details about the phone, the officer quickly mobilized the enlisted volunteers. Within five minutes, the lost phone was located under the desk, much to the delight of Mr. Ren, who couldn’t help but express his gratitude for the officer’s efficiency.
  In April 2024, train D3170 was delayed by three hours due to torrential rains and an earthquake. With the help of volunteers, Officer Zhang Xinxin promptly maintained order onboard, distributed emergency supplies, and ensured all passengers reached their destinations safely. Over the past six years, the officers have managed 46 emergencies, rescued 310 passengers, and effectively built a mobile safety barrier for the public.

  Blossoming of the Jasmine
  In April 2023, Data analysis of the Command Center of the Fuzhou Railway Police Detachment revealed that a fraud suspect onboard Train G3001. Upon receiving instructions to track and apprehend the suspect, Officer Lin Jinyao swiftly coordinated with the onboard crew through the policing platform. Within two minutes, they located the passenger and placed him under continuous surveillance. When the train arrived at Shenzhen North Station, Lin quickly subdued the suspect and seized 10 kilograms of gold products. Her remarkable efficiency left a lasting impression on her colleagues, showcasing the exceptional capabilities of female officers.
  In October 2024, aboard the Changsha South–Fuzhou Train G1645, Officer Li Sisi grew suspicious of a passenger named Huang. While verifying his identity, she noticed that he retrieved his ID card from a large piece of luggage, rather than his backpack—an unusual behavior that heightened her suspicions. Obsessive about the small stuff, Li conducted a thorough inspection of his belongings and discovered two ID cards and multiple train tickets. Realizing he could no longer hide the truth, Huang admitted that he had been issued a "High Expenditure Restraining Order" by the court due to credit issues and had regularly purchased train tickets under others’ names. He was subsequently taken to a police station along the route for further investigation.
  The squad once apprehended an online fugitive within 20 minutes, recovering 2 million yuan in financial losses. On another occasion, they arrested an onboard thief in just six minutes, promptly returning all stolen items to passengers. These are just a few examples of the many successful operations that exemplify the "Little Jasmine" Female Railway Police Squad’s remarkable performance in combating onboard crime.

  Flourishing of the Jasmine
  Personally these officers blend compassion with meticulous attention; professionally, they demonstrate courage and dedication. When the train is staffed with amicable female officers, the Jasmine of love flourished along the rail road.
  Once uniformed the officers are overwhelmed with a sense of mission. Though young, Officer Xu Yifei is always trying to help as many as possible. One day, during her routine patrol, she noticed two unaccompanied minors on board. Concerned for their safety, she gently approached the brother and sister to ask about their parents. To her surprise, the children refused to speak, and her approach seemed alarming to the kids. Xu stopped the little girl and gave her a warm hug to calm her down. With patience, she reassured them by sharing interesting stories from her experiences along the railway. Gradually, the children lowered their guard and opened up, revealing that they had secretly set out to find their mother, who was working in another city, believing they were old enough to travel alone. Throughout the journey, Xu comforted and reasoned with the children while staying in contact with their family. Eventually, their relatives arrived to take them home safely at Chaoyang Station. Over the phone, their mother expressed heartfelt gratitude and repeatedly thanked the young officer for safely reuniting the children with their family.
  Officer Zeng Dequn voluntarily obtained a Certificate of Psychological Counseling to better support passengers experiencing emotional distress. During her shift on board D3339, she noticed a passenger sobbing in her seat. Instead of immediately asking questions, Zeng gently patted the passenger on the back, offering silent reassurance. Moved by Zeng’s patience, the passenger eventually stopped crying and confided that she felt overwhelmed by the pressures of a demanding business environment, strained family relationships, and a lack of understanding from her loved ones. Recognizing the root of her distress, Zeng carefully guided the conversation to help ease her emotional burden. Two hours of heartfelt conversation helped the woman calm down.
  To effectively protect minors and the disadvantaged, the officers collaborated with railway sectors, the Minor Rehabilitation Center of Fujian Province, the Fujian Women’s Federation, and primary and middle schools in Fuzhou City to launch a joint initiative aimed at the safety of women and children, establishing a comprehensive protection network both onboard and offboard.
  Onboard, the officers worked closely with the steward crew to strengthen ID verification procedures for minors, particularly infants and young children, while providing full-journey care for unaccompanied minors and women traveling alone.
  Offboard, they partnered with local schools to promote railway safety awareness, believing that prevention and education were key to addressing risks at their root. Over the past six years, the female squad has successfully helped recover 152 runaway children and vulnerable individuals, making a meaningful contribution to ensuring safer journeys for women and children.
  During a campus event in 2018 promoting railway safety awareness, the officers learned about Xiaohua’s plight: she was a student at Fuzhou No. 1 Middle School, her mother died of illness and her father’s right hand got severely injured in an explosion. Impoverished as she was, she was keen on her study. The female officers decided to help her out. After coordinating with the school and educational authorities, the female railway police squad became the official sponsor of Xiaohua’s household. Thanks to their annual donation of 4,000 yuan, Xiaohua completed high school and was admitted to Jiangsu University in 2023. In a phone call, she expressed her sincere gratitude, saying, "Thank you all—you are like my elder sisters. After I graduate, I will pass on your kindness to others in need."
  Committed to its philosophy of "addressing people’s practical needs," the "Little Jasmine" squad constantly strives to broaden its service reach and foster community goodwill. They have organized 185 public service activities, including legal awareness campaigns, as well as scholarship programs and farming assistance donations totaling 50,000 yuan, benefiting over 30,000 people.■
